There is no way this would be put in a public restroom any time soon, it would be a enormous vandalism target– Unless it had some sort of shield over it!

The school I go to has to repaint the bathrooms WEEKLY, if that gives you an idea how bad it can get in some areas. And we only have 1,500 to 2,000 students…
