Actually, demon dialers were not used for this purpose. I ran a DOS-based BBS for five years back in the day and I had to deal with (and even think like) a hacker, just to keep my board running, so I ran into a lot of different people. Demon dialers were software programs used to dial a sequence of telephone numbers in order to search for modems. Back then, if you found a modem it was usually attached to something to hack. The software would dial a number and listen for a modem connection. If it found a modem, the software would mark the number and move on. If someone answered the phone, a voice would be detected, the program would hang up and move to the next number. If you've ever seen the movie War Games, you've seen a demon dialer in action. I'm totally unaware of the software being used to repeatedly dial the same number but I guess it could be done if all you wanted to do was create a nuisance.

I have had two Model 176 Demon Dialers since the 80's and they have NEVER dialed 25 times a minute. It dialed differently depending whether you were redialing a "Not At Home" or a "Busy" number. It is every 10 minutes for up to ten hours for a "Not At Home" call, and for "Busy" numbers it is 10 times the first minute, then once every two minutes for ten minutes, and finally, every ten minutes for up to two hours. Pulse dialing was slower than the times given.

I had the original Demon Dialer. They were ABSOLUTELY GREAT for telemarketers and bill collectors! Back in the day (sorry, horrible phrase), I used it mostly to continuously dial radio stations to win prizes.
