		<description>Leaving a dog tied up in the yard alone is animal cruelty.  They bark and howl because they are lonely, bored and feel neglected.  It&#039;s not the dogs fault.  It&#039;s the owner who should be blamed.  Where I live there three dogs on one side and one dog on the other and the only time they bark is when they are excited about something, then they quickly quiet down.

How would a child like being locked in the basement while the family ate supper, played games and had fun without them?  No difference.</description>
