The reason for not having a functioning 911 is simply that this is a mobile device and 911 relies upon a background sending of your location for 911 to find you.

If you register this device to your home address, what good will it do if you are away on business, dial 911 in say Chicago and they get your address information as home, say NYC?

It's just the way the 911 system works.

Cellphones can find you based on the cell tower your phone registers to, with an internet connection there is no way to get as accurate a location, thus the issue with 911.
