The electronics in that ring are so obviously photoshopped, and I think I see a cylindrical capacitor in there - obviously to get caps that small they would be in surface mount packages. If you could somehow store any voltage in there, you would have to be pretty goddamn stupid to think there would be enough to pump through a resistor or some sort of filament to heat the ring up...
