If the police were using speed traps to trick people that are speeding that would be classed as entrapment which is illegal. Furthermore, speedos make drivers slow down at trouble spots as this is why the speed traps are there in the first place - because there have been plenty of crashes in that area. What is really clever is the average speed cameras all the way up the A77 in Scotland.
